Attached are names of 60 out of 150 Oromo who were illegally arrested during Irreecha Festival (Oromo Thanksgiving)

  

Dear All,

 Is Amnesty International or Human Rights Watch aware of recent arrests in Ethiopia of Oromo attending Irreecha festival (Oromo Thanksgiving)?

Please find attached a report listing 60 Oromo civilians illegally detained by Ethiopian Police/Military on September 30, 2012 (Irreecha Festival). It was reported that over 150 were taken as they were heading to/from. One report suggest that as many as 55 were taken to Ma'akelawy Central Federal prison.

I have attached photos of Ethiopian Military at 2012 Irreecha Festival provided by Qerroo youth movement.

 Many of us are concerned for the well being of the 150 civilians/students, particularly with the Ethiopian Government's track record on torturing detainees (as confirmed by your organization reports). In 2011, leadership of the oldest Oromo Self Help Association Macha Tulama Self Help were arrested after Oromo Gubaa Ceramony, an Oromo Holiday to celebrate the beginning of the New Year in early September (Attached Macha Tulama October 2011 Press Release). It is believed that the arrests were to discourage participation in traditional Oromo Holidays. The arrests occurred August 2011 with many who continue to languish in prison. Of those arrested were Macha Tulama leaders and members:

1.  Mr Laggese Deti Dhaba, Former Secretary General of Macha-Tulama Self Help Association and Chairman of History and Culture Commitee

2.  Mr Mulugeta Rikitu, School Director and Board Member of MTA

3.  Mr Sisay Serbesa, 3rd Year student at Addis Ababa University and member of MTA

 It is well understood by many Oromo and experts on Oromo human rights issues, that Ethiopian government attacks on Oromo civic organizations, students, farmers and political opposition that drive the large numbers to flee as refugees to neighboring countries (Somalia, Kenya, Sudan, Djibouti, Yemen etc..). Some may be leaving seeking employment, but many are either victims of brutality and or have family members that were victimized. It is also well understood that each Ethiopian Regime has made it a priority to have refugee of Oromo and other nationalities forcibly returned to Ethiopia (well documented by Amnesty International).

A 2012 Commitee on Torture report on Ethiopia highlights what many of you know already: 

"Extrajudicial killings, enforced disappearances and arbitrary arrests and detention

15. The Committee is gravely concerned about numerous allegations of extrajudicial killings by security forces and the ENDF, particularly in the Somali, Oromiya and Gambella Regional States, of civilians alleged to be members of armed insurgent groups. It is also gravely concerned at reports about high numbers of disappearances, as well as about the widespread practice of arrests without a warrant and arbitrary and prolonged detention without charges and judicial process of suspected members or supporters of insurgent groups and political opposition members. The Committee stresses that arrests without a warrant and the lack of judicial oversight on the legality of detention can facilitate torture and ill-treatment (arts. 2 and 11). "
